Who We Are Your soil and water conservation district (SWCD) is a unique unit of government relying upon voluntary cooperation. Board members are public officials. The District Board consists of five supervisors. One supervisor is an ex-officio member and must be the county agricultural extension agent. The other four are elected for 4 year terms and each represent one of the four territories within the county. SWCDs are formed and administered locally by the people they serve. We receive and administer locally generated funds as well as funds from the state and sometimes federal governments. Districts have no taxing authority so funding is provided in part by the Missouri Department of Natural Resources from the 1/10th of 1% tax for parks and soils. Technical assistance is provided by the federal, state, and local governments in order to advance the wise use and protection of our most valuable and vital resources-soil and water.
